Interim Deputy Director Patrece G. Keeter, P.E.
Patrece G. Keeter, P.E., serves as the Interim Deputy Director of the Public Works – Transportation Division for DeKalb County Government. She earned both her Bachelor of Science and Master of Science degrees in Civil Engineering from the Georgia Institute of Technology, with her graduate studies focused on Transportation Engineering.
Ms. Keeter is a registered Professional Engineer in the State of Georgia and is an active member of the Institute of Transportation Engineers.
With more than 28 years of dedicated service to DeKalb County Government, Ms. Keeter has built a long and distinguished career marked by steady advancement and leadership. She began her tenure as an entry-level signal engineer in the Public Works – Roads and Drainage Division and progressed through a series of promotions to her current role as Interim Deputy Director of the Public Works – Transportation Division.
Prior to joining DeKalb County, Ms. Keeter worked in the private engineering consulting sector with Wilbur Smith Associates (now part of CDM Smith) in Orlando, Florida.
Outside of her professional responsibilities, Ms. Keeter enjoys spending time with her two children and two rescue dogs.
The mission of the Public Works Transportation Division is to improve the safety and efficiency of the transportation infrastructure for the benefit of all DeKalb County stakeholders, while being environmentally sensitive and financially responsible.
The Transportation Division of Public Works is responsible for managing SPLOST capital projects, Georgia Department of Transportation (GDOT) infrastructure projects, Atlanta Regional Commission (ARC) Infrastructure projects and major DeKalb County infrastructure initiatives.

The Transportation Division manages SPLOST capital projects, GDOT initiatives, and major infrastructure improvements across DeKalb County. The division includes four key sections:
- Design & Survey: Develops internal construction plans
- Construction: Approves permits and inspects major projects
- Land Acquisition: Acquires right-of-way easements
- Transportation Planning & Engineering: Quality of life improvements including traffic signals, street lighting, and traffic calming

Q. Who handles school bus routes?
A. Contact DeKalb County School System at 678-676-1333.
Q. How do I report a pothole or road maintenance issue?
A. Contact Roads and Drainage Division. This is separate from Transportation Division.
Q. Can I get a traffic signal installed for speeding issues?
A. Traffic signals require meeting federal warrant criteria. Speeding alone typically doesn't qualify for signals or stop signs.
Q. How long does the traffic calming process take?
A. Up to one year, including community input, studies, and approval process
Q. What's the difference between Transportation Division and School Transportation?
A. Transportation Division handles county infrastructure. School transportation (bus routes) is managed by DeKalb County School System.
