Permitting
All construction, maintenance, renewal, removal, or relocation of pipes, mains, conduits, cables, poles, and other utility equipment within county right-of-way must follow a uniform permitting process. This requires applying for a right-of-way encroachment permit
Required for:
- Utility installations and maintenance
- Construction in county right-of-way
- Lane closures
- Pipes, mains, conduits, cables, wires
- Poles and equipment
- Any utility infrastructure

All utilities in county rights-of-way require permits per DeKalb County Code section 23-87.

Residential Parking Permit Program
Purpose: Residents who want to restrict parking in their neighborhood to themselves and their guests.
To establish a Resident-Only Parking Area, requests must meet three requirements:
- The area must have at least 50 single-family addresses or 4,000 linear feet of street frontage.
- At least 65% of homeowners must sign a petition supporting the designation.
- A volunteer from the area must serve as the petition coordinator.
Costs:
- Annual decal: $12.00 per vehicle
- Guest hang-tags: 3 free, and for additional hang-tags, $15
