Permitting

All construction, maintenance, renewal, removal, or relocation of pipes, mains, conduits, cables, poles, and other utility equipment within county right-of-way must follow a uniform permitting process. This requires applying for a right-of-way encroachment permit

Required for:

  • Utility installations and maintenance
  • Construction in county right-of-way
  • Lane closures

All utilities in county rights-of-way require permits per DeKalb County Code section 23-87.

Policy: Right-of-Way Facilities Policy (Effective January 11, 2018)

Residential Parking Permit Program

Purpose: Residents who want to restrict parking in their neighborhood to themselves and their guests.

To establish a Resident-Only Parking Area, requests must meet three requirements:

  1. The area must have at least 50 single-family addresses or 4,000 linear feet of street frontage.
  2. At least 65% of homeowners must sign a petition supporting the designation.
  3. A volunteer from the area must serve as the petition coordinator.

Costs:

  • Annual decal: $12.00 per vehicle
  • Guest hang-tags: 3 free, and for additional hang-tags, $15
