Anyone looking to host a public event on county property – parks, streets, or community centers – must follow these steps:
Step 1: Submit Your Application
Complete the Special Event Request Form at least 30 days before your event.
Step 2: Review & Approval
Your application will be reviewed by the Special Events Committee. You may be contacted for additional information or a pre-event meeting.
Required Documents:
- Event description and site/layout plan
- Certificate of Insurance naming the county as additional insured
- Security and crowd control plan
- Traffic control or street closure details (if applicable)
- Vendor list and food permits (if applicable)

DeKalb County Parks staff provide quality services for your picnic and leisure outings. Please review the Park Rules and Guidelines before submitting your request. Requests should be submitted at least 15 days in advance. For events with more than 100 guests, please complete a Special Event Request.
Reserve a pavilion at DeKalb County parks on a first-come, first-served basis. Reservations give you exclusive use for your selected date and time.
Quick Facts:
- One reservation per group per month.
- Payment and completed forms are due within 2 weeks to guarantee your spot.
- Alcohol, sales, and event advertising are not allowed without prior approval.
- Restrooms are available at Exchange, Flat Shoals, Mason Mill, and Wade Walker parks.
- Electrical service may not be available at all locations.
Small Pavilions: $150 (up to 50 people)
Large Pavilions: $200 (up to 100 people)
Out-of-County: Add $30 to listed prices
Available Locations:
- Exchange Park (amenities: playground, grill, restrooms, electrical)
- Flat Shoals Park (amenities: playgrounds, tennis courts, restrooms)
- Mason Mill Park (amenities: grills, electricity, playground, restrooms)
Lithonia Park (amenities: playground, basketball courts, pool)
Refund Policy: 10 days’ written notice required for refund
