DeKalb County Child Advocacy Center (DCCAC) provides dedicated legal representation and advocacy for children in foster care. Our mission is to protect their legal rights, ensure access to supportive resources, and help secure safe, permanent homes.
Director Chandra P. Wilson
Chandra P. Wilson serves as Director of the DeKalb County Child Advocacy Center (DCCAC), a multidisciplinary legal office representing children in dependency proceedings in DeKalb County, Georgia. She has led the office since November 2019.
As Director, Ms. Wilson oversees a team of approximately 30 professionals, including attorneys, paralegals, investigators, social workers, and administrative staff. She provides strategic direction for litigation practice, multidisciplinary coordination, policy implementation, budget oversight, performance management, and stakeholder engagement. Under her leadership, the DCCAC maintains a rigorous standard of child-centered advocacy while ensuring compliance with statutory mandates and court protocols.
Ms. Wilson has been a member of the Georgia Bar since 1997 and is admitted to practice before the Georgia Court of Appeals and the Supreme Court of Georgia. Her career reflects almost three decades of dedicated public service in the practice areas of child welfare, criminal defense and family law. Her professional background provides her with comprehensive courtroom experience across juvenile and criminal systems, as well as a deep understanding of trial advocacy and complex case management.
A graduate of the University of Kentucky J. David Rosenberg College of Law, Ms. Wilson holds a Bachelor of Arts in English from Kentucky State University. She is a member of the State Bar of Georgia, including the Child Protection Law Section, and has served as a speaker for statewide Court Improvement Initiative meetings, contributing to systemic improvements in child welfare practice.
Ms. Wilson’s leadership philosophy centers on strategic governance, professional excellence, and ensuring that every child represented by the DCCAC receives informed, consistent, and effective advocacy.

DCCAC represents abused and neglected children in all dependency cases before the DeKalb County Juvenile Court. Child-clients are typically placed in legal custody of the Department of Family and Children Services (DFCS) and may reside in:
- Foster homes
- Group homes
- Therapeutic institutions
- Homes of biological or fictive relatives
Our attorneys, investigators, social workers and support staff:
- Investigate allegations of abuse and neglect
- Litigate dependency cases in Juvenile Court
- Monitor ongoing cases to ensure children’s needs are met
- Collaborate with multidisciplinary stakeholders to identify permanent homes
DCCAC has led child advocacy in Georgia since 2003, before the state formally recognized a child’s right to legal representation in 2014. Created in response to the “Kenny A.” lawsuit, DCCAC was the first program in Georgia to ensure that all children at risk of foster care placement have a constitutional right to legal representation.
Child Advocate Attorneys, Investigators & Social Workers
Our team works together to provide comprehensive, child-focused legal advocacy:
Child Advocate Attorneys:
- Manage caseloads and maintain detailed case files
- File court pleadings and motions
- Represent child-clients in all stages of dependency hearings
- Make independent recommendations to the Court on custody, dependency, and permanency planning
- Monitor cases until permanent, safe homes are secured
Child Advocate Investigators and Social Workers:
- Conduct interviews with children and relevant individuals
- Perform home and placement assessments, including foster homes, group homes, and therapeutic facilities
- Review legal, medical, and therapeutic documentation
- Assist attorneys in preparing cases for court
Advocacy Beyond the Courtroom
At DCCAC, advocacy extends far beyond legal representation. Our goal is to ensure that every child has a safe, permanent, and nurturing home. To achieve this, we:
- Advocate for improvements in legislation, policy, and judicial practices that strengthen services for children and families
- Partner with service providers and community organizations to address the complex needs of child-clients
- Foster a holistic, multidisciplinary approach to child welfare that considers every aspect of a child’s well-being
