The Department of Innovation & Technology (DoIT) provides enterprise leadership and technical expertise to drive the adoption of modern information technologies, improving government performance and fostering innovation. The Department establishes technology architecture and governs the implementation, management, and security of the County’s systems, applications, communications, and information assets.

Scott Shelton, Interim Chief Information Officer

Scott Shelton was appointed Interim Chief Information Officer for DeKalb County’s Department of Innovation & Technology (DoIT) in August 2025. He stepped into the role during a period of sustained modernization and increasing demand for digital services, bringing strategic leadership and operational focus to the County’s technology vision.

Shelton has more than 24 years of experience in information technology, including 16 years serving DeKalb County. He has recently led transformative initiatives modernizing Human Resources, Payroll, Benefits, and Pension Administration, strengthening enterprise platforms that support the County’s workforce. Throughout his tenure at DeKalb, he has also driven innovation and digital enablement across G.I.S., Risk Management, Purchasing, Finance, Budget, Property Appraisal & Assessment, the Tax Commissioner, Fire & Rescue Services, Planning & Sustainability, Beautification, Code Compliance, and the Citizen Help Center, elevating service delivery across departments.

The Department of Innovation & Technology is responsible for the planning, design, implementation, and support of enterprise information technology and communications systems across DeKalb County. This includes enterprise applications, cybersecurity, data management, cloud services, network infrastructure, service desk operations, telecommunications, and technology governance that enable departments to deliver essential public services.

As Interim CIO, Shelton oversees the County’s technology operations, supporting more than 40 departments. His work focuses on balancing operational stability with innovation, ensuring core systems remain secure and reliable while advancing digital solutions that improve transparency, coordination, and service delivery across the organization.

Shelton is a Certified Government Chief Information Officer (CGCIO) and holds a Bachelor of Science in Management Information Systems from Florida State University. He is currently pursuing his MBA at Kennesaw State University.
