The Department of Recreation, Parks and Cultural Affairs enhances quality of life in DeKalb County by creating vibrant parks, recreational facilities, and cultural programs. In collaboration with community partners and residents, we work to make DeKalb County a more desirable place to live, work, and play. Guided by our mission of “Creating and connecting communities through people, parks, and programs,” the department is organized into four divisions: Administration, Recreation Services, Park Services, and Cultural Affairs.
DeKalb County Recreation, Parks and Cultural Affairs is CAPRA accredited, joining elite park agencies nationwide recognized for excellence in recreational services.
Chris Bass, MPA, CPRE
Chris Bass serves as the Director of Recreation, Parks and Cultural Affairs for DeKalb County Recreation, Parks and Cultural Affairs, where he provides executive leadership for one of Georgia’s largest and most diverse park systems. He oversees the strategic planning, operations and maintenance of more than 100 parks and green spaces, multiple recreation and senior centers, aquatic facilities, cultural arts centers, historic sites, athletic complexes and signature destinations including the county’s golf course, tennis centers and premier event venues. His portfolio includes capital improvement planning, athletics, cultural programming, park and facility maintenance, and community engagement, ensuring equitable access, operational excellence and high-quality experiences for more than 760,000 residents across DeKalb County.
With more than a decade of progressive leadership in parks and recreation, Chris has built a reputation for organizational transformation, accreditation readiness, team development and community-centered innovation. He previously served as Director of Parks and Recreation for the City of Douglasville, leading the department to national recognition and operational excellence. Chris earned both his Bachelor of Arts and Master of Public Administration degrees from Columbus State University. He also serves on the Board of Trustees for the Georgia Recreation and Park Association, contributing to the advancement of parks and recreation professionals across the state.

Parks are open Seven days a week from 7:00 AM – 10:00 PM (Recreation Center hours/days of operation vary by facility )

Park Rules & Safety
Operating Hours
- Standard Hours: 7:00 AM to sunset
- Lighted Areas: Open until 11:00 PM
for approved events only
*please check with specific park for operating hours regarding programs and amenities
Important Rules
- County Code 19-32: Glass containers prohibited in all parks
- County Code 19-31: Pets must be leashed (except in designated off-leash areas)
- County Code 19-38: No swimming in lakes, ponds, or creeks
- County Code 19-36: No weapons except by law enforcement
- County Code 19-37: Fires only in designated areas with approved grills/fire rings
- County Code 19-30: No alcohol without special permit
