Save water and money by replacing old toilets with high-efficiency WaterSense models. The Department of Watershed Management offers rebates to DeKalb County residential water customers who upgrade their toilets
Who Can Apply:
- Must be an active DeKalb County water customer with an individually metered home.
- Rebates apply only when replacing older toilets (1.6 gallons per flush or more).
- Limit: Up to 3 toilets per household (verified by property tax records).
- Rebates are issued to property owners only.
Rebate Amounts:
- $50 for approved WaterSense toilets using 1.28 gpf or less
- $100 for approved WaterSense toilets using 1.1 gpf or less (Dual flush toilets must average 1.28 gpf or less to qualify.)
Program Rules:
- Toilets must be on the EPA WaterSense approved list. Model numbers cannot be mixed and matched.
- Old toilets must be disposed of and cannot be reused.
- Original application and original receipts are required (no photocopies).
- Applications must be mailed within 60 days of purchase (internet orders require proof of delivery).
- Rebates are subject to on-site verification.

After You Apply:
- Applications are processed within 90 days.
- Approved rebates are mailed as checks to the property owner within 30 days after approval.
- If denied, applications will be returned with reasons and next steps.
The Wastewater Retainage Credit Program helps residential and commercial customers save money on sewer charges when less water is returned to the sewer system than is consumed. Normally, sewer charges equal water use. This program allows adjustments when water is used for purposes like irrigation, production processes, or filling pools.
Who Can Benefit:
Commercial & Industrial Customers
Eligible for credits if:
- Water is used in ways that reduce wastewater (e.g., product manufacturing, boilers, irrigation).
Must install either:
- A sub-meter on water lines serving consumptive uses, or
- A wastewater meter to measure actual discharge.
Residential Customers
Eligible for credits if:
- Filling a private pool (1 adjustment per year, based on pool volume).
- Hand watering a garden (up to 3 adjustments per year, capped at 100 gallons per adjustment) if the property is more than 1,000 feet from a fire hydrant and has a smart meter tied to DWM’s AMI system.
Program Savings for Commercial and Residential:For customers above 40,000 gallons per bi-monthly billing cycle, the standard rate for water service is $4.63 per 1,000 gallons and sewer service is $11.34 per 1,000 gallons, or $15.99 per 1,000 gallons combined. The applicable irrigation rate is $8.08, or nearly a 50% savings.

Fire Hydrant Meter Rental - Temporary water service
The Department of Watershed Management provides fire hydrant meters for temporary water services, often used by contractors during construction. Meters can be rented for short- or long-term use.

Rates & Fees:
- Deposit: $600 (refunded when meter is returned)
- Water Usage: $8.56 per 1,000 gallons
- Monthly Surcharge: $29.68
- Lost/Unreturned Key Fee: $45
