Capacity Assurance Program

DeKalb County follows the Capacity Assurance Program as part of the Modified Consent Decree (MCD) approved by the United States District Court on September 22, 2021.

All requests for sewer capacity must comply with this program and the guidance from EPA/EPD using the updated dynamic model.

Do You Need a Capacity Evaluation?

You may need a capacity evaluation for the following activities:

  • Construction of a new building (even if replacing a demolished structure, including single-family homes)
  • Additions to commercial buildings (increasing square footage)
  • Changes in the use of a commercial space
  • Commercial building permits involving plumbing work
  • Installation of sewer lines or laterals
  • Any project that will increase sewer flow
