The DeKalb County Department of Watershed Management provides programs and services that support commercial development while protecting the integrity of the county’s water and sewer systems.
This page includes information on capacity allocation, capacity credits, capacity assurance, and the Fats, Oils, and Grease (FOG) program, which helps businesses operate responsibly and remain in compliance with county regulations. These services are designed to promote sustainable growth, system reliability, and clear guidance for the business community.
DeKalb County follows the Capacity Assurance Program as part of the Modified Consent Decree (MCD) approved by the United States District Court on September 22, 2021. All requests for sewer capacity must comply with this program and the guidance from EPA/EPD using the updated dynamic model.
You may need a capacity evaluation for the following activities:
- Construction of a new building (even if replacing a demolished structure, including single-family homes)
- Additions to commercial buildings (increasing square footage)
- Changes in the use of a commercial space
- Commercial building permits involving plumbing work
- Installation of sewer lines or laterals
- Any project that will increase sewer flow

- Full evaluation: 2-3 months after submission of a completed SCR
- Zero flow confirmation letter: 2 weeks after submission of a completed SCR
