"The Right to Be Heard"
The P3 Toolkit is DeKalb County’s official guide to safe, lawful protest. If you are organizing or attending a demonstration, the P3 Toolkit outlines your rights, recommended safety practices, and how law enforcement works to support peaceful gatherings. Developed with input from county agencies, public safety partners, and community members, the P3 Toolkit empowers residents to engage in civic action with confidence, clarity, and respect.
“The right to peacefully protest is a cornerstone of our democracy,” said DeKalb County CEO Lorraine Cochran-Johnson. “It is our responsibility to support residents in exercising that right while ensuring demonstrations remain safe and organized.”
