How Property Assessment Works
Georgia's Assessment ProcessAll real estate and personal property is appraised annually at fair market value as of January 1st.
Three Approaches to Value:
1. Market/Sales Comparison Approach
- Compares recent sales of similar properties
- Primary method for residential properties
- Adjusts for property differences
2. Cost Approach
- Calculates replacement cost minus depreciation
- Adds land value
- Used when sales data is limited
3. Income Approach
- Based on rental income potential
- Used for investment properties
- Analyzes income and expenses

Our system processes:

- Building permits and improvements

Appeals Process
When to Appeal
File an appeal within 45 days of your assessment notice date if you believe:
- Your property value is incorrect
- Property characteristics are wrong
- Your assessment is unfair compared to similar properties
- Homestead exemption removal or denial in error
How to Appeal
Option 1: Online Appeal (Recommended)
- Visit Property Search
- Find your property
- Click "File Appeal Online"
- Use Access Code from your notice
- Complete the form and receive confirmation
Option 2: Mail Appeal
Send a letter including:
- Parcel ID number
- Property address
- Daytime phone number
- Reason for appeal
- Supporting documentation
- Avenue of Appeal (BOE, Hearing Officer, or Arbitration)
- Letter of Authorization if you are an agent

Board of Equalization (FREE)
- Three-member panel of trained property owners
- No cost to taxpayer
- Can appeal to Superior Court if unsatisfied
Hearing Officer (Properties over $500,000)
- State-certified appraiser
- For non-homestead properties
- No filing fee
Non-Binding Arbitration
- Requires certified appraisal at your expense
- $217 filing fee
- Independent arbitrator decision
