DeKalb County is committed to helping residents who are experiencing homelessness or are at risk of losing housing.

Through partnerships with local government, nonprofit, business, and community organizations, DeKalb works to connect people to housing options and supportive services that promote stability and self-sufficiency.

 

Homelessness Continuum of Care in DeKalb County

A Homelessness Continuum of Care (CoC) is a local collaboration of stakeholders organized to plan for and deliver housing and services that meet the specific needs of people who are homeless and at risk of homelessness as they move toward stable housing.

DeKalb Continuum of Care Mission:

  • Prevent homelessness whenever possible.
  • When homelessness cannot be prevented, ensure it is brief and non-recurring.

Coordinated Entry is the primary access point used to assess needs and connect individuals and households to agencies that can provide assistance.

Programs and Services for DeKalb’s Homeless

DeKalb County’s network of providers offers a range of services designed to help residents stabilize, secure housing, and maintain long-term success.

Core Services:

  • Financial Assistance (as available), including security deposits, utility deposits, and rent assistance to support households moving into housing
  • Prevention Services to help prevent eviction, including arrearage payments for rent and utilities
  • Permanent Supportive Housing for chronically homeless individuals with disabilities
  • Case Management to support individualized plans and a path toward self-sufficiency
  • Other Supportive Services available through partner agencies

Funding and Program Categories

The Community Development Department supports homelessness services through several key programs, which may include:

  • Emergency Solutions Grants (ESG)
  • Continuum of Care (CoC) Programs
  • HOME-ARP
  • I.C.C.I.
  • Emergency Food and Shelter Program (EFSP)
  • HOME Units

Coc NOFO Notice

HUD Cancels FY 2025 CoC 

Important Notification for DeKalb County Continuum of Care Partners and Stakeholders;

DeKalb County Community Development is providing this notice to inform agencies and community partners that the U.S. Department of Housing and Urban Development (HUD) has officially canceled the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).

Impact on CoC Applications

The cancellation applies to all FY 2025 CoC-related submissions, including:

  • Renewal applications
  • New project applications
  • Expansion and reallocation applications
  • CoC Bonus applications
  • Domestic Violence (DV) Bonus applications
What This Means for Your Agency
No FY 2025 Local Competition

DeKalb County will not conduct a FY 2025 CoC local competition or application review process.

No Applications Required

Agencies should not submit project narratives, budgets, or supporting documentation at this time. HUD has suspended all FY 2025 CoC submission requirements nationwide.

Renewal Project Funding

HUD has indicated that existing CoC-funded projects may receive extensions through one or more of the following methods:

  • Administrative renewals
  • Contract extensions
  • Other continuity of funding measures

Additional guidance will be shared as soon as HUD issues official instructions.

Ongoing Requirements

Although the FY 2025 NOFO has been canceled, all CoC-funded agencies must continue to fully comply with existing program requirements, including:

  • 24 CFR Part 578 (Continuum of Care Program Rule)
  • Annual Performance Reports (APRs) submitted in SAGE
  • Participation in Coordinated Entry
  • HMIS data quality standards and timely data entry
  • Recordkeeping and match documentation requirements
  • HUD Equal Access Rule and nondiscrimination standards

All current CoC grant conditions remain in effect.

  • Share updates once HUD releases renewal and extension guidance
  • Provide technical assistance sessions for agencies, as needed
  • Continue oversight of Coordinated Entry operations and system performance
  • Prepare for the next CoC NOFO cycle once national timelines resume
