SPLOST Projects
DeKalb County voters approved the Special Purpose Local Option Sales Tax (SPLOST) during the November 7, 2023 referendum.
The renewed SPLOST will be in effect for six years, supporting major capital improvements across the County. In accordance with state law and the approved intergovernmental agreement with DeKalb’s municipalities, all SPLOST funds will be dedicated to long-term infrastructure, public safety, transportation, recreation, and community investment projects that strengthen services for residents countywide. To support effective implementation and accountability, DeKalb County has retained an external program manager to provide oversight of SPLOST initiatives.
Total Estimated Revenue: $496,086,000
SPLOST proceeds will be used to plan, design, construct, demolish, acquire, relocate, renovate, replace, repair, improve accessibility and sustainability, furnish, and equip the following County projects:
A. Public Safety Purposes: $91,800,000
- Fire Stations: $55,150,000
- Police Facilities (including Bobby Burgess Replacement): $19,050,000
- Courts: $9,100,000
- Animal Welfare Facility: $7,500,000
- Detention Facility Planning: $1,000,000
B. Transportation Purposes: $253,986,000
- Roads & Streets Resurfacing (200 miles): $195,200,000
- Sidewalk Construction (25 miles): $26,400,000
- Bicycle Paths, Lanes & Multi-Use Trails (15 miles): $19,356,000
- Bridges: $11,000,000
- Gateways & Streetscapes: $2,000,000
C. Multi-Generational Recreation & Community Purposes: $83,750,000
- Parks & Recreation Facilities: $50,750,000
- Multi-Generational Facilities: $20,750,000
- Libraries: $12,250,000
D. Capital Outlay Projects Owned or Operated by DeKalb County: $66,550,000
- Water, Sewer & Stormwater Facilities: $30,800,000
- Physical & Mental Health Facilities: $15,000,000
- Intergovernmental Capital Outlay Projects: $8,000,000
- Commission District Discretionary Projects: $7,000,000
- Renewable Energy Projects: $5,750,000
All SPLOST expenditures will be publicly tracked and reported to ensure compliance with state law and alignment with DeKalb County’s long-term capital priorities.
