The SPLOST Resident Review Committee is an independent, community-based body established to ensure transparency, accountability, and public engagement throughout the implementation of SPLOST.

Members of the committee represent a cross-section of DeKalb County residents and bring diverse expertise in finance, public administration, engineering, community development, and civic affairs.

Purpose of the Committee

The Oversight Committee is responsible for:

  • Reviewing SPLOST expenditures to ensure funds are used in accordance with state law and the project list adopted by the Board of Commissioners.
  • Monitoring project progress, milestones, and timelines across all categories of SPLOST investments.
  • Providing recommendations to County leadership on reporting, transparency tools, and public communication.
  • Sharing updates with the community helping residents understand how SPLOST dollars are being invested  across DeKalb County.

The committee does not make project selections or alter funding allocations; its role is to verify SPLOST is implemented as approved and that all financial and legal requirements are met.

Public Transparency & Reporting

DeKalb County is committed to maintaining full transparency in the administration of SPLOST. Regular reporting ensures residents, stakeholders, and elected officials can monitor the progress and impact of the program.

Quarterly Program Reports 

The County publishes quarterly SPLOST reports that include:

  • Expenditures to date
  • Project status and key milestones
  • Construction progress updates
  • Budget tracking and category allocations
  • Maps, dashboards, and project descriptions

These reports allow residents to follow how SPLOST investments are improving transportation, public safety, water infrastructure, recreation facilities, and community amenities across DeKalb County.

Independent Financial Audits

In addition to quarterly reports, SPLOST program expenditures are subject to:

  • Annual independent audits
  • State-required financial disclosures
  • Compliance reviews conducted in coordination with the Oversight Committee

These audits help ensure all funds are used responsibly and in accordance with state law and the voter-approved project categories.

Public Meetings

The Resident Review Committee meets regularly throughout the year. Meetings may include:

  • Review of project updates from County departments
