Lot Combinations, Divisions 
& Boundary Line Adjustments

DeKalb County’s GIS team provides review and verification services for lot combinations, lot divisions, and boundary line adjustments to ensure property changes meet County standards and maintain accurate land records.

These processes help support orderly development, protect property integrity, and ensure consistency across the County’s mapping and permitting systems. This section outlines the requirements, submittal steps, and review procedures to help property owners, surveyors, and developers complete boundary or parcel adjustments with clarity and confidence.

Property owners can update parcels through:

  • Lot Division: Splitting one parcel into two
  • Combination: Merging two or more parcels into one.
  • Boundary Line Adjustment: Modifying boundaries between adjacent parcels

 

Requirements:

  1. For combination projects, all parcels must have identical ownership.
  2. Owner names on the cover sheet must match DeKalb Tax Records exactly.
  3. Parcels must share the same tax district (cannot mix unincorporated with municipal parcels).
  4. For combination projects, all parcels must have the same zoning conditions.
  5. Projects within municipalities require written permission from the city, including a routing slip with the initial submission.
    - Note: Projects in Decatur, Atlanta, or Dunwoody must be submitted directly to those cities.
  6. For commercial or residential projects in unincorporated DeKalb, contact Land Development for review and approval.

 

After Approval:

  • All plats must include acknowledgement stamps and approval signatures prior to recording.  See DeKalb Clerk of Superior Court for more information on how to record (e-file) a plat.
  • After recording, send your recorded e-file to the DeKalb GIS Department to update maps.
  • Submit AutoCAD file of the site plan (formats: .dwg, .shp, .dxf, or .dgn tied to State Plane GA West NAD 83 Coordinate System) along with your recorded e-file (.pdf) plat to the DeKalb GIS Department.
