- Performance Audits: Assess program effectiveness, economy, and efficiency and, depending on the audit objectives, may also evaluate relevant internal controls—including financial controls—and compliance.

- Contract Pre-Award Reviews: Assess proposed contracts for adequate support, compliance, and cost-effectiveness before award.

Lavois Campbell, CPA, CIA, CFE, CISA
Mr. Campbell is a highly accomplished audit executive with more than 27 years of progressive experience in government auditing, internal audit leadership, fraud investigation, forensic accounting, information systems auditing, risk management, and consulting. His career spans public- and private-sector organizations in three countries and includes increasingly responsible leadership roles managing complex audits, investigations, consulting engagements, and multidisciplinary audit teams.
As Chief Audit Executive, Mr. Campbell provides strategic direction and executive leadership for the Office of Independent Internal Audit. He oversees enterprise-wide risk assessments, risk-based audit planning, operational and information technology audits, contract reviews, quality assurance, staff development, budgeting, and the office’s overall administration. He has strengthened audit methodologies and quality processes, expanded the use of data analytics, improved the clarity and effectiveness of audit reporting, and developed practical tools and training to enhance organizational performance.
Mr. Campbell has directed reviews involving billions of dollars in public expenditures, identified substantial cost-saving opportunities, and conducted complex fraud investigations that contributed to the recovery of misappropriated funds and assets. His combination of executive leadership, extensive government experience, financial expertise, information technology knowledge, and internationally recognized professional certifications enables him to provide independent, objective, and insightful assurance that strengthens accountability, improves operations, and promotes integrity in DeKalb County government.
