As the interim director of Watershed Management for DeKalb County, David Hayes serves as a member of the county’s CEO’s senior leadership team who is responsible for county’s water and wastewater operations producing potable water; treatment and disposal of wastewater including an estimated 5,000 miles of water distribution and sanitary sewer collection piping, the Scott Candler Water Filter Plant and associated water storage tanks and booster pump stations, the Pole Bridge Advanced Wastewater Treatment Plant, expansion of the Snapfinger Advanced wastewater treatment plant and 67 lift stations.
Responsibilities included formulating and directing short and long range plans; implementing departmental policies, procedures and initiatives to improve operational efficiency and quality of service to the public; coordinating with the Environmental Protection Agency and ensuring compliance with appropriate specifications, and county, state and federal laws, regulations, ordinances and other guidelines; and managing the development and preparation of the department’s annual budget. The department has a budget of $300 million, a workforce of 700 employees providing services to a population of approximately 700,000 residents and is in the midst of implementing a $1.345 billion upgrade the county’s water and wastewater infrastructure. Divisions within the Watershed Department include finance, administration, engineering and construction management services and technical services.
