Additional roll carts Additional roll cart requests require the payment of a one-time $25 prepaid fee per roll cart AND the prorated residential annual assessment fee. Upgrade roll carts 95-gallon garbage roll cart or 65-gallon recycling roll cart upgrades require a one-time $25 prepaid roll cart fee. New residential customer roll carts All new residential customers requesting a 95-gallon garbage roll cart MUST pay the prorated residential annual assessment fee in order to establish a new account and receive service. Prorated sanitation residential annual assessment fees are based on the number of garbage and recycling roll carts per household. All fees must be paid prior to roll cart delivery.
