Scott Candler Water Treatment Plant 

The Scott Chandler Water Treatment Plant is the drinking water plant that serves DeKalb County. This plant was originally constructed in 1942 and named after the DeKalb County commissioner and visionary of the water system - Scott Candler. The original plant underwent 8 expansions over the years before the new plant was constructed in 2007.

Average Household Usage Estimates

The following tables apply the current DeKalb County water and sewer rates to the average household usage as estimated by the U.S. Environmental Protection Agency (EPA). The EPA estimates an average household uses 100 gallons of water per day, per person.  More info on these calculations can be found on the EPA's website.

No sewer charges are applied to customers who have septic tanks.  Actual usage will vary with individual consumption and conservation practices.

The Department of Watershed Management’s (DWM) Engineering & Construction Management Services (ECMS) team is committed to providing first-class service to the citizens and business owners of DeKalb County, and a key component of service is communication.

ECMS is responsible for the consent decree program management, capital improvements program management, construction management, design services, technical services, compliance, and planning and development.
