Zach Williams is the executive assistant and chief operating officer for DeKalb County. As executive assistant and chief operating officer, Zach manages the daily operations and oversees the effectiveness and efficiency of county operations throughout DeKalb. Additionally, he serves in a dual reporting role to the CEO and the Board of Commissioners, which is constitutionally authorized through the county’s Organization Act.
Calvin C. Hicks, Jr. is the Chief Appraiser for the DeKalb County Board of Tax Assessors. As Chief Appraiser, Calvin oversees the training and development of appraiser and clerical support staff in completing ad valorem appraisals in the county, and ensures such appraisals and assessments are performed in accordance with state, county and departmental requirements.
Patrick Bailey is originally from the Kirkwood Community located in Atlanta, DeKalb County, Georgia. He attended and graduated from Joseph C. Charles Murphy High School, in theAtlanta School System, which is now known as Alonzo T. Crimm High School since 1988.
Benita Coakley Ransom joined DeKalb County in 2011 as the Human Resources & Merit System Director where she leads the recruitment, talent management, compensation, employee relations, organizational and employee development, human resources information system, and occupational health functions for a workforce of nearly 7,000.
