The DeKalb Integrated Community Care Initiative (ICCI), sponsored by the U.S. Treasury’s Emergency Rental Assistance (ERA) program, specifically provides funding to assist households facing financial hardship due to the COVID-19 pandemic. The ICCI Program aims to provide financial assistance for rent, rental arrears, utilities, and other housing related expenses to prevent evictions and promote housing stability. This program also includes provisions for homelessness assistance.

Households are eligible for assistance if they meet the following criteria:

1.    Financial Hardship: One or more individuals within the household must have qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs, or experienced other financial hardship during or due to the pandemic. A priority will be households with one or more members that have been unemployed for at least 90 days.

2.    Risk of Homelessness or Housing Instability: The household must demonstrate a risk of experiencing homelessness or housing instability. This can include:
•    Past due utility, rent notice, or eviction notice.
•    Unsafe or unhealthy living conditions, such as overcrowding.
•    Any other evidence of risk, as determined by DeKalb County.

3.    Income requirements: The household must be a low-income family, as defined by the HUD income limits for 2024. A priority will be households with less than 50% of the area median income.
